Scouting is boy run and boy lead. At the head of the troop is the Senior Patrol Leader (SPL) who commands and oversees the operation of his own staff of senior scouts as well as the five other patrols. The patrol is the basic orginizational unit within scouting. A patrol leader leads each patrol and is aided by his assistant patrol leader and any other specialized roles within the patrol. Patrols range in size from six to twelve members with about eight being the ideal number. In addition to the above positions of responsibilitiy, Scouting is built upon a system of advancement. Scouts earn rank and merit badges after completeing the requirements and passing a Board of Review.

Managing a sucessful troop also requires adult leadership. The Scoutmaster helps the SPL run the troop from day to day and supervises troop activities. He is assisited in his duties by Assistant Scoutmasters. Organizations like the Troop Committee and Paoli 1 Inc, help manage the Troop in the long term. The adult leadership of the troop is also aided by recent Troop allumni known as the Man Scouts.
